We Spend to End the End.

Let us see a scene in India. The government fiscal year is March ending. Government bodies have budgets ending in March. If they do not spend out their budgets by March end, the budgets will lapse. So if they have sufficient budgets left in February, they place orders in March in a great hurry. Contractors make and supply items in March in a great hurry. Government bodies receive and qualify items and make payments in March in a great hurry. All budgets are spent in March.

Let us see a scene in USA. The tax payment due date is 15 April. Past year people have earned a lot (in stock option), have not got all the taxes deducted at source, have made huge inverstments in fixed assets, have left nothing in liquid assets. This year in March, people get to work on their taxes, realize that taxes due to be paid can not be met with their liquid assets, start selling their fixed assets, spend less than in other periods.
